Step 1: Go here to By Jove clothing and buy something.

Step 4: Kill him and his friend who is also packing heat.

Thanks so much for this, I never would have worked it out otherwise, for some reason buy jove’s wasn’t on my map :-s
Randy was easy for me too, when I walked out onto the street from killing the guy in the Casino, I saw the hitman symbol on my map and he was pretty much just walking past me, so I killed him there and then, easy!
