This is the MAX XP cheap way to do it for FALLOUT 3. The audio says it all very quickly so I will post the steps:
1. Hit Start -> Settings -> Gameplay -> Very Easy
2. Attack enemy till ALMOST dead
3. Hit Start -> Settings -> Gameplay -> Very Hard
